A&A On-Campus Event Guidance

All Guidance is subject to change based on the status of the pandemic, and guidelines from the University, the Center for Disease Control, and the Pennsylvania Department of Health. This guidance is intended for program or unit events.

OPP approval process for outdoor events

Please note: Per AD57, all outdoor events need to be approved by the Office of Physical Plant via the 25Live scheduling system. You must adhere to all guidelines listed below that apply to your event, and OPP may require additional information from you to consider your request.

  • Via 25Live, provide a description of your event, including expected attendance, dates and times of the event, and any other details that you know of that are important to consider.
  • Please submit a work order with OPP, if you haven’t done so already, to plan for the event. Pending approval, Nadine Davitt (njh103@psu.edu) will plan any OPP services that you need or are required. She will coordinate no-cost pre- and post-event inspections of the site to determine the entry route for the vendor, other vehicular or pedestrian access issues, and other arrangements that may be needed to hold the event. You are financially responsible for any damage to the landscape caused by the event. Turf tiles may be needed for events on grass. That will be determined during the inspection.
  • If you plan to use a temporary structure like a stage, tents, inflatables, etc. The following will be needed:
    • A map showing locations of structures
    • The dates and times they will be set up and removed
    • A fire safety plan if you will be using a tent. Steve Triebold (sgt4@psu.edu) from EHS will work with you.
    • A weather emergency evacuation plan. Please work with Pam Soule (pjs37@psu.edu) from Penn State Emergency Management.
    • An inspection of the temporary structure once erected. Chris Musser (cpm118@psu.edu) from OPP will coordinate the inspection.
    • Phillip Melnick (prm1@psu.edu) will work with OPP Planning, Design, and Properties to approve the location of the tents or stage. Neil Sullivan (nrs233@psu.edu) will advise.
  • OPP must approve all temporary signs on campus. Neil Sullivan (nrs233@psu.edu) will work with you on that. All signs must have a point of contact and display dates on the sign. Please provide the following information if you plan to use signs:
    • The number of signs to be installed and locations (a map showing this is preferred)
    • A description of the type of signs (yard signs, sandwich boards, etc.) and sizes of each
    • The reason the signs are needed
    • The content of the signs
    • Dates the signs will be installed and removed
  • If the event will affect pedestrian or vehicular traffic, or parking please describe how. You will need to work with Ryan Connagan (rrc144@psu.edu) from Transportation Services.

Since you will need to coordinate approvals with several individuals, please copy Phillip Melnick (prm1@psu.edu) on any related correspondence. Once you have met all the requirements, Phillip will approve the event.
